Paster create template's APP_ID probably isn't quite good enough

Description

The idea of APP_ID is the configuration contains something unique to the application instance, useful for logging etc. However, I wonder id the APP_ID is really made up of an application name (fixed, from the app's .ini file) and a deployment location (from the development.ini/live.ini).
